COMPETITIONS OF ARCHITECTURAL PROJECTS IDEAS FOR SOCIAL HOUSING

In the course of 2005 and 2006, Municipal Housing Agencies in Čačak, Kragujevac, Kraljevo, Niš, Pančevo, Stara Pazova and Valjevo, in cooperation with the Association of Architects of Serbia, held seven open competitions of ideas for architectural and urban design for social housing. The competitions were launched in collaboration with UN-HABITAT and the Ministry of Capital Investments and in accordance with the Rulebook on Competition Procedure in the Field of Architecture and Town Planning of the Union of Architects of Serbia.

The general objective of the competitions was to promote innovative and different approaches for the design of social housing solutions, through subsequent implementation of pilot projects in seven Serbian Municipalities and to explore the possibility to develop residential models characterized by low cost spatial and technical solutions and high quality of the living environment.

Innovation, environmental performance, sustainability and accessibility were the main principles informing the competitions’ program in order to contribute to the experimentation and development of European good practices in design and construction.

The competition program also included specific directives on the urban and site layouts, in terms of providing a quality ratio between built surface and open spaces, gathering and recreation spaces, parking lots, and their adaptability to different functions and uses, contributing to social interaction and cohesion of future inhabitants, and their integration within the community and the neighborhood. Even though the sites were all different in size and context in each municipality, the elaboration of common spaces, areas for children to play and for different generations to gather, public open spaces and small green areas was treated as one of the special priorities in evaluating the entries.

The competitions were open to architects, professionals and students from Serbia and Montenegro.
Wide participation and interest from the professional community, who responded to the challenges set by the competition program and more in general by the theme of low-cost social housing design projects, has been demonstrated with the total of 129 submissions collected throughout the entire series of competitions, displaying a raise in quality and innovation of the proposed project ideas through time.

The submitted works have been examined by expert juries, comprising of representatives of the Ministry for Capital Investments, the Association of Architects of Serbia, the Municipalities, Municipal Housing Agencies and UN-HABITAT SIRP.

The launch of the 7 Competitions of ideas has been a successful experience in strengthening and supporting the architectural debate around the challenges of social housing in the country. In 2006, the 15th edition of the Serbian Salon of Urbanism awarded SIRP and MHAs the 1st prize in the category “Competitions”, and award winning projects were presented at the Belgrade Architecture Week. The 2008 Serbian Architecture Salon awarded the Valjevo social housing projects the first prize of best Serbian architecture.

Since 2007, the Faculty of Architecture of the University of Belgrade has established a Master Course on Social Housing.
